Archive / CAA1 Visiting Pilots JAA Pilot Licences issued by Member States of the Joint Aviation Authorities 1.1 Unless the Civil Aviation Agency of Latvia in the particular case gives a direction to the contrary, the holder of a JAA pilot licence may exercise all the privileges of that licence in the Republic of Latvia registered aircraft. 1.2 A JAA pilot licence means a licence granted by a JAA Member State that has been accepted for mutual recognition in accordance with the Joint Aviation Requirements - Flight Crew Licensing for aeroplanes or helicopters as appropriate - respectively JAR-FCL 1 and JAR-FCL 2.
